5
• Canyon to the east, Puertecito Canyon to the south, and Cow Canyon to the west. This
entire azea has been inventoried. Beginning in early 1998.
Sedimentation Ponds: Sedimentation ponds will be built in the drainages that drain the surface
mine azea. These azeas have not been surveyed. It is estimated that an additional 550
acres will be covered to include the sedimentation ponds within the 'surface mine
inventory azea. This will, in effect, round out the very convoluted boundary of the
surface mine as presently described, and should cover adequate azea for the construction
of these ponds and the routes by which construction equipment will access the proposed
pond locations from the surface mine azea. Concurrent with surface mine (presumed).
Load Out: A truck-to-rail loading facility is proposed at the mouth of Lorencito Canyon. This
will be used to transfer coal brought by truck from the mine to rail cars. A 40-acre block
(1320' square) was inventoried at the location of the proposed load out facility. Forty
acre tracts were inventoried at the point-specific facilities and development azeas in order
to accommodate some design change or locatio^ adjustment, since all inventoried
locations aze based on preliminary map information and have not been engineered on the
ground. Summer of 1997.
Rail Spur: Construction of a short rail spur connecting the load out with the existing Colorado
and Wyoming Railroad line is proposed. It will extend for a total of about 4000 feet,
including the portion within the block survey azea for the load out. With the exception
• of the portion within the load out block survey azea, this corridor has not been surveyed.
Surface inventory is not adequate for site discovery in many places along this corridor
because of the nature of the valley floor deposition and lack of surface visibility. The rail
spur corridor is included in the several development azeas where alternative means of site
discovery will be considered (see discussion in Part III, below). Summer of 1997.
Original Load Out: When azchaeological field work commenced in August of 1996, the load
out was proposed for the mouth of Puertecito Canyon, about one mile up Lorencito
Canyon from its current proposed location. This location was covered by two overlapping
40-acre tracts, for a total of 72 inventoried acres. At present, no facilities aze proposed
for this location, although a haul road to the Pl/P2 box cut (and on to the R3 and R4
portals) will cross through this pazcel. Not part ojcurrent development plan.
Pl/P2 Boz Cut and Preparation Plant: The PI/P2 box cut and the original prepazation plant
location aze located next to one another in Lorencito Canyon. These azeas were covered
by two overlapping 40-acre inventory pazcels, for a total inventoried acreage of 76. The
prepazation plant is no longer part of the development plans, but the P1/P2 box cut is still
proposed. The haul road to the Pl/P2 box cut, and on to the R3 and R4 portals, will
cross through both 40-acre blocks. PI/P2 boz cut in mid 1999; preparation plant not part
of current development plan.
Haul Road to Pl/P2 Boz Cut: A haul road will be constructed in Lorencito Canyon to connect
• the P1/P2 box cut with the load out facility. Its estimated length is approximately three
miles. In addition to the haul road, the existing gravel road must remain in service and
