Box 2619 -
Colorado Springs, CO 80901-2679
Re: Hubbard Creek Culvert for Blue Ribbon Kline
Dear Bill:
blue ribbon coal company
p.o. box 1352
palisatle, colo rado 81526
(303)464-7951
R~~~r ~!'
O
SAN 13 1988
pEC~M.4T pN ®fls'0
N
Our current plans for the Hubbard Creek Culvert call for its removal during
the year of 1996. It must be left in place during the entire ten year bond
liability period.
We are willing to amend our reclamation plan and, with Mined Land Reclamation
Division's approval, leave the culvert in place to enhance the post-mining
land use of the area. Considering the schedule for the removal of the culvert
it will likely be many months before we attempt to amend our reclamation
plan.
One issue which was raised by Mined Land Reclamation Division's letter to
G. H. Allen dated December 22, 1987 was whether the culvert was c:.pable of
passing the 100 year precipitation event. We addressed that issue during
our mid-term review and understood it was agreed the culvert combined with
a designed dip section would pass the 100 year event. The information
regarding this issue can be found at Page 106 and on Exhibit W of our permit
application.
I will let you know when we are ready to apply for the necessary revision
to our reclamation plan. You might want to consider who will be responsible
for periodic maintenance of this culvert once Blue Ribbon is out of the picture.
Sincerely,
Jim Stover, P.E.
Chief Engineer
JES:ver
cc: G.
