<br />• the facility is non-transportation-related <br />• the aboveground storage capacity of a single container is in excess of 660 <br />gallons or the aggregate aboveground storage capacity is 1,320 gallons or <br />greater, or the total underground storage capacity is greater than 42,000 <br />gallons <br />• due to the location of the facility, oil that is spilled could reasonably reach <br />waters of the U.S. <br />American Soda plans to store diesel fuel and unleaded gasoline at both the Piceance <br />and Parachute Sites. The volumes of the aboveground tanks will be: <br />• Piceance Diesel Fuel Tank approximately 500 gallons <br />• Piceance Unleaded Gasoline Tank approximately 500 gallons <br />• Total Aboveground Storage Capacity approximately 1,000 gallons <br />• Parachute Diesel Fuel Tank approximately 500 gallons <br />• Parachute Unleaded Gasoline Tank approximately 500 gallons <br />• Total Aboveground Storage Capacity approximately 1,000 gallons <br />It is possible that American Soda's maintenance department may use additional oil and <br />oil products (5-gallon buckets and/or 55-gallon drums) for various purposes. If this is <br />the case, American Soda will include those volumes in the calculation of the total <br />storage volume of oil and oil products. <br />American Soda does not plan to exceed the SPCC volume threshold. Therefore, an <br />SPCC Plan will not be required for the Yankee Gulch Project. American Soda personnel <br />will complete periodic reviews of oil and oil product storage to determine if the SPCC <br />requirements will apply at a later date. <br />3.4 OSHA Emergency Action and Fire Prevention Plan <br />OSHA Site Emergency Plans are required for all U.S. employers to ensure employee <br />safety from fire and other emergencies. The requirements of the plan generally follow <br />the requirements of other plans; however, the plan focuses on fire prevention rather <br />than chemical safety. <br />A general outline of the OSHA Site Emergency Plan, which will be completed prior to <br />startup, is provided in Appendix C. This preliminary Response Plan contains many of <br />the items, although does not provide detailed fire response measures.
