SPCC PLAN REVISION <br />FEBRUARY, 1995 <br />1. There has not been a reportable oil or chemical spill event at <br />this facility during the previous twelve month period. A 350 <br />gallon hydrochloric acid spill which occurred in November, 1994, <br />did not meet the minimum quantity for a reportable event. The <br />spill was quickly contained and cleaned up. There was no release <br />of the chemical into the river or other waters of the State. <br />2. Material storage tanks are located in the following above <br />ground locations; <br />A. 1 10,000 Gallon <br />B. 1 6,000 Gallen <br />C. 2 1,000 Gallon <br />D. 1 4,000 Gallon <br />E. 1 1,000 Gallon <br />F. 1 1,500 Gallon <br />G. 1 5,000 Gallon <br />H. 1 3,100 Gallon <br />I. 1 5,000 Gallon <br />J. 1 3,000 Gallon <br />K. 1 5,000 Gallon <br />Diesel Fuel @ East Yard <br />Gasoline Tank @ East Yard <br />Diesel Fuel @ Prep Plant <br />Acid Tank @ Plant Thickener <br />Wast= i~i1 @ Oil House <br />Waste Oil @ Oil House <br />Deicer @ Breaker Building <br />Deicer @ Silo <br />Cation @ Prep Plant <br />Floc @ Prep Plant <br />Magnesium Chloride @ East Yard <br />3. Tanks are constructed of welded steel or polyethylene and in <br />good condition. In the event of an uncontrolled release from one <br />of these tanks, the material would not spill into the Purgatoire <br />River. All locations are such that drainage would report to a <br />sedimentation pond with a gated valve discharge. The valve would <br />not be opened in the case of a spill. <br />4. Oil storage tanks at the .indicated facilities are located in <br />such a manner that any potential discharge will be contained in an <br />impoundment or enclosure with a capacity at least 10 percent <br />greater than the capacity of the largest tank in a group of tanks. <br />5. A gate valve is provided at: the bottom <br />steel secondary containment facilities to <br />rainwater.
