Exploration Drill Hole SST-1:
Accessed from FS 710 approximately 2 miles southeast of the junction with FS 711 to roads on
MCC owned lands on the Lions Mesa property. Use of the existing roads on Lions Mesa will
include approximately 2.1 miles of roads along Lick Creek and South Prong Creek and
approximately 1.0 miles existing primitive roads temporarily upgraded to access the drill site.
The pad would be constructed approximately 100' west of the Forest Service boundary in an
approximate rectangulaz shape of 100'X175'. A zone of trees and understory will provide a view
shed buffer to the north and east. The pad will be brushed and cleazed with a minimum amount
of topsoil disturbed to aid in reclamation. MCC estimates '/Z of the pad site would have topsoil
scraped and salvaged in an uphill location next to the pad site. At the completion of drilling the
pad would be contoured back to approximate original elevation, seeded, mulched, and fertilized
with the removed brush and timber pulled back onto the pad. The existing primitive roads will be
pulled back returned to their approximate original condition.
MCC will take the opportunity to conduct maintenance on 2.5 to 3 miles of existing roads and
fences on Lions Mesa while the appropriate equipment is in the area and available. Maintained
may include spot graveling, culvert repair, reshaping of drainage ditches, sediment control
devices, and road grader maintenance. MCC will also conduct noxious weed control activities
with spraying and removal as necessary.
Narrative Description of Coal Exploration Methods
Pre-drilline Activities
Prior to any construction or drilling activities, an on-site inspection of proposed drill sites and
access routes will be conducted with representatives from appropriate regulatory agencies to
discuss site-specific concerns. Proper Road Use and Special Use permits will be obtained prior to
use of USFS roads.
State, USFS, and BLM regulatory personnel will be notified at least 48 hours before any
construction or drilling equipment is mobilized into the project areas. An authorized
representative of the applicant will supervise all construction and drilling activities. A copy of the
exploration permit and all pertinent permit documents will be available from the company
representative for inspection. Any proposed changes in the Exploration Plan after permit
approval will be reviewed with the appropriate regulatory agencies before changes take effect.
Camp sites and/or staging azeas to be used by the drilling contractor will be reviewed with and
approved by the USFS District Ranger or authorized representative prior to use. These sites will
be used in a manner to minimize damage to the vegetation. Any surface disturbance to these sites
will be re-graded and seeded to promote rehabilitation.

9
