My under- <br />standing is that the Board granted Moffat County a permit for a <br />gravel pit with the condition that the county conduct a cultural <br />resources survey and get SHPO clearance. Moffat County objected <br />to this condition but did not seek judicial review of the Board's <br />action. <br />Mesa County attorney Alan Hassler reads the statute as providing <br />that clearance only needs to be done on property which is already <br />
