2: Permi(s <br />• Support equipment for the surface mines will include the following (or equivalent): <br />2 - D-11 size Production dozers <br />2 - D-9 size dozer <br />1 - D-8 reclamation dozer <br />2 - 50,000 lb drills <br />1 - 15 cubic yazd front end loader <br />2 - 1 & 3 cubic yazd backhoes <br />2 - 8 & 10 cubic yard coal loaders <br />3 - SS ton haul wcks <br />2 - 12G to 16G size road graders <br />1 -Mechanized broom <br />2 -Maintenance trucks <br />1 - 20 to 30,000 gallon water truck <br />Portable storage facilities will also be supplied forexplosive materials in bulk quantities and a 5,000 gallon <br />diesel fuel storage tank. <br />Surface Mining Sequence <br />• Mining operations at the Lorencito Canyon Mine will begin with the establishment ofthe haul road up Jeff <br />Canyon to access the area identified as the "Year 1 "Mining area. Existing access roads and haul roads will <br />be upgraded whereverpracticableto minimize surface disturbance. The yeazly-designated miningblocks <br />are projected areas for mining by the area method on the N and higher seams. Contour mining will also <br />start on the Primero Seam on the west side of Lorencito Canyon in Year 4. A rail road load-out facility will <br />be established for the purpose ofshipping coal produced from this mine to the Picketwire Processing Plant <br />for processing and/or unit train loading. <br />Prior to mining in any given azea, ponds and drainage structures will be built per approved plans. Hollow <br />fill areas upstream of the ponds will be cleazed and made ready for placement of excess spoil from the initial <br />mining cuts. a. 1I7 <br />IV <br />The northeast end ofthe ridge between Cow Canyon and JeffCanyon will mined first. The material from <br />this first mining will be placed in the fills on the southeast and northwe sides ofthe ridge. A contour cut <br />will be made along the outcrop ofthe lowest seam to be mined (O 1). The material from this cut will be <br />pushed with dozers or end dumped into adjacent or neazby fills. The highwall of the contour cut will reach <br />the outcrop ofthe next highest coal seam (O). Figures 2.05.3-1 through 2.05.3-4 reflect the mining <br />sequence. Coal from the seams will be loaded into offhighway trucks and transported to the train loadout. <br />This process will continue and additional contour cuts will be taken on the coal seams through the R or <br />Ciruela Seam. A contour cut on the lowest seam wil l be kept 300 ft in advance of the main mining area. <br />The material from this contour cut will be pushed or hauled to adjacent fills. A solid berm will be left along <br />the outcrop to keep material from going down slope in areas not adjacent to valley fills or spoil <br />transportation zones.
