--- -- - <br />Life ofmine operations will include underground mining at the P 1 / P2, P3, R 1 /R2, and R3/R4 portal sites <br />(Map 2.05.3-1). Surface mining will also be conducted throughout the mine plan in the northern portion <br />of the property as indicated on Map 2.05.3-1, Mine Plan. Other surface mine coal is available on the <br />property, as well as coal that can be recovered by the highwall mining method. Life of mine support <br />facilities will include haul and access roads and shuttle train loadou[ facility. Areas to be mined by year is <br />indicated on Map 2.05.3-1. Table 2.05.2-1 summarizes projected disturbance azeas for the first permit <br />term (Years 1 &Z) and part of the second permit term (Years 3-7). Table 2.05.2-1a summazizes <br />projected water needs for the life of the operation. <br />2.05.3 OPERATIONS DESCRIPTION -FIRST PERMIT TERM <br />(1) Production Methods and Equipment -First Permit Term <br />Map 2.05.3-2 details mining plans for the first five yeazs ofthe operation, including the first permit term <br />and part ofthe second permit term. Only surface mining will occur during the first permit term in the <br />northeast quadrant ofthe property. Mining will commence in the northeast end ofthe ridge between Jeff <br />Canyon and Cow Canyon (JeffCanyon Surface Mine). The coal out crops in Lorencito Canyon (Lorencito <br />Canyon Surface Mine) will be mined in Years 4 and 5. As shown by Map 2.05.3-1, the ridge will be azea <br />mined over the 5-year permit term advancing from the northeast to the southwest. The coal outcrops in <br />Lorencito Canyon will be mined commencing near the mouth of the canyon on the west side, south for <br />approximately 1.5 miles, and then to the east side for approximately 2 miles from the mouth of the canyon. <br />Support facilities include a stockpile and loadou[ area (with crushing and stacking equipment) to be <br />constructed adjacent to the Kem Valley Railroad (south side), haul and access roads, and portable office, <br />warehousing and maintenance and maintenance buildings. All facilities and equipment to be constructed and <br />operated during the first permit term are described in the sections below. All coalbed methane wells located <br />in the mine disturbance will be avoided or plugged and abandoned as negotiations with the landowner are <br />completed. <br />(2) Operation Description -First Permit Term <br /> <br />Surface Mine <br />Surface mining activities wil l begin during year one of the mine plan. The fast phase ofsurface mining will <br />begin in the northeast portion ofthe mine area and proceed southwest (Map 2.05.3-2). The area to be <br />disturbed will be cleazed oftrees/brush and topsoil will be salvaged and stored in stockpiles. Overburden <br />and interburden material will be moved to fill areas or used as back fill for previous pits. Overburden <br />material will be moved by a combination ofinethods which include dozers, loader and truck, and cast <br />blasting. Production benches for each majorcoal seamwill be approximately 150 fee[ in width.
