Ru/e 2: Permits <br />(3) Mine Facilities <br />Structures <br />Except for the prill silo at the service area, all support facilities associated with the surface mine <br />will be portable and moved as the mines progress. These facilities will be limited to offices, <br />lunch rooms, and equipment and supply storage, as shown on Figure 2.05.3-5. No permanent <br />buildings or structures will be constructed to support the surface mines. <br />The small (approximately one acre) service area will be located to the north of and adjacent to <br />the Jeff Canyon Haul Road, as shown in Figures 2.05.3-146 and 2.05.3-14c and Map 2.05.3-2. <br />The service azea will be used for placement of portable fuel and Tube tanks, ANFO prill bin, a <br />cap house and miscellaneous equipment and parts storage. The ANFO prill bin (silo) will be a <br />permanent structure (10 fr diameter by approximately 20 ft tall) built on a concrete foundation. <br />At reclamation, the concrete will be buried at least four ft deep as part of the service azea <br />reclamation. <br />Portable fuel tanks will be located within earthen structures constructed to safely contain tank <br />capacity. Transformers will be skid mounted and will reduce power from 69kV to 12,470 volts, <br />which will be distributed to the surface mine at 4,160 or 7,200 volts. Power will be supplied by <br />San Isabel Power from the transmission line which parallels the Purgatoire River. <br />Roads <br />Haul roads will be located to transport coal via tractor dump-trailer and smaller trucks, and to <br />provide access for personnel and equipment from underground and surface mine locations to the <br />rail coal loadout facility. Haul road and access road preliminary designs, and construction <br />drawings were prepazed by or under the direction of a qualified registered professional engineer <br />experienced in the design and construction of roads. Roads, including light use of roads, are <br />shown on Maps 2.05.3-1 and 2.05.3-2. <br />A number of best management practices will be employed to minimize erosion and contributions <br />of suspended solids to stream flow. To the extent possible using the best technology currently <br />available, haul roads shall not cause damage to fish, wildlife, and related environmental values <br />and shall not cause additional contributions of suspended solids to streamflow or to runoff <br />outside the permit azea. All exposed surfaces will be stabilized (cuts in unconsolidated materials <br />and fill embankment slopes will be mulched and seeded, and the travel way will be graveled). <br />The entire haul road system is within the permit area. Mulching, straw bales or silt fences will be <br />used as temporary measures of sediment control until vegetation protection is established. Straw <br />bales and closely-spaced cross drains and relief gaps (located at natural upland or incised <br />drainages) reduce flow velocities. Recovered topsoil may be used to promote a good vegetation <br />cover. Slash and debris may be left at the toe of embankments to trap sediment in runoff The <br />gravel surface will be watered to provide for dust suppression (control) from haul road traffic. <br />Page305-^Rule3Peemib (Afcy.1,02).doc 2.05-13 (Revised 6-27-OZ) <br />
