Test Results, Bulk Samples of Refuse from <br />New Elk Coal Mine and Golden Eagle Coal Mine <br />Dear Mr. Magnuson: <br />We have completed the materials testing Wyoming Fuel Company <br />requested on the bulk samples from the New Elk Coal Mine and the <br />Golden Eagle Coal Mine. These test results are attached to this <br />letter. <br />• As requested in your telephone conversation on February 11, 1987, <br />with Mr. Raymond Acciardi, a Standard Proctor (ASTM D-698) was <br />performed on each bulk sample, with a particle size distribution <br />performed before and after conducting the Proctor test. The <br />particle size distributions are provided on the attached report <br />forms. From the information derived from the test results, it is <br />our opinion that the coal refuse material from the Golden Eagle <br />Coal Mine is somewhat more friable than the material from the New <br />Elk Coal Mine. <br />In addition, a consolidated, drained direct shear test was <br />performed on the bulk sample obtained from Golden Eagle Coal <br />Mine. The direct shear was performed at the requested normal <br />stresses of 10 psi, 25 psi, and 50 psi, and was remolded to <br />approximately 10.07 of its Standard Proctor value. The test indi- <br />cates a peak angle of internal friction of 41.6°, and a residual <br />angle of internal friction of 40.7°. The apparent cohesion was <br />approximately 100 psi for the peak condition, and 0 for the resi- <br />dual condition. <br />A consolidated, undrained multi-stage triaxial test was performed <br />on a portion of the bulk sample from New Elk Coal Mine. The <br />sample was tested under the approximate confining pressures of 25 <br />psi, 50 psi, and 100 psi. The sample was also remolded at <br />• approximately 917 of its Standard Proctor value before the test <br />was performed. The stress strain curves and Plohr's envelope arc <br />attached in the report forms. <br />
