drilling activities will be supervised by a project representative of Mountain Coal <br />Company, L.L.C. A copy of the approved permit documents will be available from the <br />company project representative for inspection. Any proposed changes in the project after <br />permit approval would be reviewed with the appropriate regulatory agencies before <br />changes take effect. <br />Staging areas to be used by the drilling contractor will be reviewed with and approved by <br />the USFS District Ranger or his representative prior to use. These sites will be used in a <br />manner to minimize damage to the vegetation. Any surface disturbance to these sites will <br />be re-graded and seeded to promote rehabilitation. <br />Access to drill sites will utilize existing roads and trails to the extent possible. All access <br />routes will be maintained to accommodate full sized 4X4 pickup trucks, ATVs, and <br />required drilling equipment, including but not limited to the following: truck mounted or <br />skid mounted drill rig, air compressors and\or booster, rig-up truck, portable water tanks, <br />boom truck, utility trailer, drill pipe lay-down rack, crew trucks, geophysical logging <br />truck and mobile water carriers. <br />Roads utilized in the project will be maintained with water bars and appropriate <br />sedimentation controls as required during the drilling phase. A D9 bulldozer or its <br />equivalent will be used to prepare the road for travel and assist in mobilizing the drill <br />equipment to the drill sites. Additional equipment expected to be used in opening, <br />maintaining, and reclamation may include arubber-tired backhoe, rubber tired grader, <br />roller compactor and atrack-mounted excavator. <br />Brush removal may occur at ESM-1, ESM-2, ESM-3, and ESM-4 however, if trees aze <br />encountered, then MCC will contact the USFS District Ranger or his representative to <br />establish payment for the resource. Drill site pads of approximately 200 ft. x 200 ft. will <br />be constructed to accommodate the drill equipment and drill cuttings sump or mud pits. <br />Drill pads will be constructed only as large as necessary. Topsoil will be stripped, <br />stockpiled, and identified with a sign. This topsoil will be used in the reclamation phase <br />of the program. Mud pits to accommodate drill cuttings will be constructed with an <br />approximate size of 10' x 20' x 6'. If a mud pit cannot be accommodated because of <br />shallow soils due to sandstone outcrop at ESM-2, then a pipeline will be constructed and <br />the cuttings pumped to the ESM-1 mud pit. Similarly the cuttings from ESM ~ may be <br />pumped to the ESM-3 mud pit. <br />Water for the drilling operations may be pumped to the drill sites from portable tanks <br />using high-pressure hose. Alternatively, water may be transported to the drill sites with <br />mobile water carriers. Mountain Coal Company, L.L.C. owns water rights for these water <br />resources. MCC may place portable stock tanks near the drill sites and maintain a <br />minimum water level in the tanks to insure water is available for stock and wildlife. This <br />will reduce the risk of stock and wildlife approaching the mud pits for water. <br />
