4. Protect ditches, stock drive routes. <br />No conflict. <br />ENVIRONMENTAL LAND IISE POLICIES: <br />1. No degradation of air, water quality or require excessive <br />energy. <br />Possible conflict. Application for this land use change was <br />effected out of resident complaints of unclear air and environment <br />relative to the Somerset operation. Some measures have been taken <br />to initiate cleanup, and compliance with conditions of this, and <br />other permits, will further protect against degradation of air and <br />water quality in the area. Failure to comply with these conditions <br />will imply failure to mitigate these conflicts as well. <br />2. Discourage damage to significant wildlife habitat. <br />Not applicable. <br />3. Preserve, protect present water resources, and not allow land <br />use which would adversely affect water resources is the <br />county. <br />No conflict. <br /> <br />• <br />4. Prevent significant acceleration of erosion of soil and rock. <br />No conflict. Relocation of coal storage should have no impact <br />on soil and rock stability. <br />5. Preserve existing and natural drainage patterns. <br />No conflict. This relocation activity should have no effect <br />on drainage patterns. <br />RESIDENTIAL LAND IISE POLICIES: <br />1. Preserve existing residential character. <br />Possible conflict. The existence of dust and windblown fines <br />threatened the wellbeing of residents in Somerset, according to <br />testimony received from several reaidenta, who also contended these <br />conditions had not always been evident. If not corrected, the <br />character of the area as defined by those in the community could <br />remain in jeopardy. However, measures have been taken by Somerset <br />which have improved the operation (as testimony by some residents <br />also indicated), and completion of this relocation as outlined in <br />the application and subsequent documentation and meetings, should <br />substantially mitigate those concerns. <br />7 <br />
