conveyor belt connects it to the silo loading conveyor <br />belt. This operation has several possibilities for <br />generating fugitive dust: 1) the activities of the <br />front end loader moving around on the coal pile, 2) the <br />dumping of the coal into the bin, and 3) the possibility <br />of wind blown dust from the exposed surface. <br />"MITIGATION PROCEDURES <br />"The coal loading bin will be equipped with water <br />sprays to control the dust generated by loading coal from <br />the front end loader. The front end loader will use good <br />housekeeping practices such as limiting the drop height, <br />maintaining the storage area in a neat and clean <br />condition, and minimizing the horizontal size of the <br />surge pile. <br />"Several mitigating measures will be used to control <br />the fugitive wind blown dust from the surge pile: 1) <br />Proper scheduling will be used to minimize the size of <br />the pile, 2) A wind screen will be installed to the east <br />of the pile to break the wind patterns. (It) will extend <br />several feet to the south of the pile to minimize edge <br />effects of the screen. The north end of the screen will <br />extend to the existing building, leaving only enough <br />space for pedestrian and small equipment traffic. The <br />coal pile will not be allowed to stack up against the <br />• screen thereby allowing for proper wind flow through it, <br />3) The pile will be stabilized using larger chunks of <br />coal to finish the top of the pile whenever possible, <br />and, 4) A water hose will be used as necessary to <br />maintain the coal pile's surface moisture content at <br />about 10% to control dust. " <br />"Since the coal surge pile is the moat difficult of <br />the fugitive duet sources to control, alternatives were <br />explored as well. The Somerset Mining Company has <br />recently acquired additional coal supplies in the area. <br />As part of the development of these coal supplies, a coal <br />storage area will be maintained approximately 4000 feet <br />east of the current surge pile; this storage area will <br />be connected to the silo via a conveyor belt. This area <br />has the possibility of serving as a surge pile area for <br />the silo. It is proposed that as this storage area is <br />developed, the possibility of locating a surge pile here <br />will be explored. if such a location can be identified, <br />the current surge pile will be abandoned, reclaimed and <br />used as a vehicle parking area." <br />The Colorado Dept. of Health accepted the plan (letter of <br />April 18, 1991) with one minor change, unrelated to the coal <br />stockpiling. <br />• 2 <br />
