335 <br />3.9.7 PREVENTION OF PUBLIC HAZARDS <br />• In conformance with 30 CFR 1711.2 the drift openings which create the portals - " sha//be <br />comp/ete/y filled witri incombustYb/e material for a distance of at least 25 feet into such <br />openings. " Additional measures may be employed by the operator at its discretion, but for <br />purposes of calculation of reclamation costs, backfilling the portals shall be the only measure <br />necessary. In reality, after the area has been regraded, all portal entrances will be covered <br />with over ten feet of dirt., which wil{ prevent any hazard to the public. <br />3.9.8 RECLAMATION SCHEDULE AND COSTS <br />Reclamation will be initiated when the decision to not mine the resource is made. The <br />affected areas are crowded into a small space making reclamation prior to abandonment <br />impossible. Revegetation should be complete within a year and a half following initiation. <br />Detailed reclamation cost estimates are contained in Table 3.9.1. The estimates indicate <br />that the total cost of the project will be about $138,000. The existing reclamation bond is for <br />• $324,408.75. Grand Valley requests that the excess bond, $186,409, for disturbances that <br />were never constructed be released after the Division confirms the cost for reclaiming the <br />existing disturbances. <br /> <br />M~ Volume 1 12 - 18 - 96 <br />
