3-22 <br />• 3.9 RECLAMATION PLAN EXISTING DISTURBANCE <br />This plan addresses reclamation of the disturbances existing at Munger Canyon Mine located <br />in Garfield County, Colorado. Operations and disturbances were authorized through an <br />Exploration Plan approved by the IfSGS. The disturbances, with minor exceptions, occurred <br />prior to SMCRA and were addressed in interim Permit 78.57. Coal production from the mine <br />ended prior to the issuance of the Interim Program Permit. Previous sections identify conditions <br />effecting reclamation; such as, soils and revegetation. This Section 3.9 shall address the <br />activities specific to the reclamation of those disturbances that were created prior to the <br />Permanent Program permit issuance that exist now. <br />The current disturbances that are addressed in this plan are the lower road, the upper road, <br />the mine site, and the topsoil stock pile. Reclamation activities for each area are addressed <br />below. Although the areal extent of reclamation activrbes will be smaller, the same goal of <br />reclamation to support the post mining use of rangeland and wildlife habitat will be attained. If <br />the expansion of disturbances as permitted by other sections of this mining and reclamation <br />• plan occur, the approved reclamation plans for those expansions will be followed. Prior to <br />expansion of the existing disturbance as permitted in other sections of this application or as may <br />be approved in future revisions to this application, revised reclamation costs will be submitted <br />and approved and the appropriate reclamation bond will be posted. Topographic maps <br />depicting existing and approximate reclamation contours are presented in Fgures 3.1-2 thN <br />3.1.7. Because the existing disturbed area associated with the operation is limited and the <br />major earth moving operations permitted in the approved plan were not done, the reclaimed <br />configuration will be similar to pre mining conditions and will not alter the uses. <br />3.9.1 BACKfILL AND GRADING -LOWER ROAD <br />The portion of the access road on the Munger Canyon Valley floor was in place prior to <br />mining. The road was only widened and graveled for mine use. The plans approved for the <br />expanded mining activities included realignment, widening, installation of a parallel conveyor, <br />and paving the road surface with asphalt. In reclamation the paving would have been removed, <br />and the road reduced to ten feet wide providing continued access to the east for local ranchers. <br />Since the expansion was not done, these modifications were not completed. No areas of the <br />lower road are steep enough to present slope stability problems. <br />M~ Volume [ 12 - 18 - 96 <br />
