Purpose and Need for Action <br />Sunnyside Gold Corporation (Sunnyside) has applied for a Title V <br />FLPMA right-of-way (R/W) to authorize the upgrading, maintenan~:e, and <br />use of an existing county road, San Juan County Road 25. <br />Sunnyside proposes to widen and maintain the existing road to atn <br />improved standard to facilitate reclamation and ore-hauling <br />activities associated with the Sunnyside !tine, located at the Lpper <br />(northwest) end of the subject road. Sunnyside claims that the time <br />constraints of a short working season (the mine portal is located at <br />12,400 feet elevation) and deadlines set by the State of Colorado, <br />Mined Land Reclamation Division (MLRD), necessitate efficient, <br />high-volume hauling of fill material. In conjunction xith their <br />reclamation at Lake Emma, Sunnyside plans to haul highgraded ore for <br />commercial production, thereby offsetting part of the cost of t.~e <br />reclamation work. Sunnyside's R/W proposal would upgrade the read <br />surface and grade sufficiently for use by 35-ton trucks; the general <br />travel surface would be 25 feet in width isingle lane use with <br />intervisible turnouts); the RJW width proposed ranges from 60 ff,et <br />wide to 150 feet in areas of extreme cut and fill. (Refer to the, map <br />in Exhibit B). Hoxever, due to the large numbers of "wide spot=" in <br />the R/W, as applied for, the proposed action should be evaluated at a <br />150 foot width for the entire length. This proposal has been <br />presented to and agreed with by Mr. Dennis Krantz of Sunnyside <br />(telephone conversation of 2/4188). The length of the total road is <br />nearly 2.9 miles, of which approximately 2.05 miles (10,840 feet) <br />crosses public lands. Public land that would be encumbered by the <br />R/W amounts to about 37.32 acres. <br />The proposed road improvements may be needed for as long as 10 years, <br />depending upon the progress/success of Sunnyside 's reclamation and <br />mining activities. The subject road has long been used and <br />maintained (although at a reduced width) by San Juan County; however, <br />Sunnyside would continue to maintain County Road 25 to an improved <br />standard for the duration of their need, which would coincide with <br />the term of Sunnyside's RlW. These two parties have entered intc an <br />agreement xhose terms are spelled out in the San Juan County <br />Administrator's letter of October 22, 1987, contained in the subject <br />casefile.
