They questioned the reduction in total iron limitations from the previous general <br />permit coverage to this individual permit. This it due to the change from intermittent to continuous discharge, the <br />limitations are now bared on the water quality standard instead ofjederal new source performance standards.' As a <br />followup to this explanation, the permittee requested that separate limitations 6e imposed for two conditions: discharge, <br />ojsrorm runoff only and discharge of combined storm runoff/mine water. This cannot be done without another public <br />notice of the permit. Because ojthe immediate need to discharge mine water, the permit has stated that they kill <br />accept the permit ar written for now. The permittee requested elimination of WET testing requirements once all mine <br />rrarer has been discharged. This would be appropriately handfed through a permit amendment, the permittee hoc been <br />advised and may submit an amendment request at the appropriate time. The permittee pointed out the contradiction <br />I~enveen the rationale and the permit regarding when the one-time metair analysis must be performed. The permit hrr.c <br />lteerr changed to cfarfy that this analysis is required be ore the ftrst discharge ojmine water. Another comment <br />addressed typographical errors in the stormwater section ojthe rationale (a reference to another mine and the dare for <br />the first SWMP annual report ro 6e submitted war before the permit becomes effective). Finally, the permittee <br />questioned the economic reasonableness section's description ojthis facility as "new"; in fact, it is n renurhorizarion n( <br />discharges previously authorized.
