Roads -See subsequent roads section <br />Blue Ribbon Mine Facili <br />The reclaimed Biue Ribbon Mine (CDMG Permit C-(9S[-047) is located along Hubbard Creek. The <br />mincsite was closed and the disttirbed surface (portals, shop, coal handling, etc.) reclaimed in the mid- <br />1980's. Blue Ribbon has continued to be monitored and maintained under extended reclamation <br />liability by the operator bIINREC Inc. until such time that it is ready Eoc final Phase II and Phase 111 <br />releases. In the interim, Phase I bond release was successfullc obtained in 1987. <br />1'he surface estate occupied by the reclaimed Blue Ribbon mincsite is owned by Oxbow Mining, LLC. <br />The entire Blue Ribbon permit area lies within the O\fLLC permit area. <br />OMLLC submitted NOI No. X-2004-223-05 to the Division on March 19, 2004. The NOI included <br />a proposal to complete exploration drilling activities at nvo sites (ECM-04-15 and ECbf-04-18) <br />located on or accessed across reclaimed Blue Ribbon disturbance. One additional site (ECDI-04-22) <br />is located on the Elk Creek Federal coal lease but will be accessed across the Blue Ribbon reclaimed <br />area. Refer to Section 2.02 for a description of coal exploration activities. <br />"The two proposed drill sites and associated 1,570' of 12 foot wide access roads disturbance totals <br />approximately .66 acres. The reclamation hability carried by O~ILLC for the reclamation of the <br />disturbance located on the Blue Ribbon reclaimed area will be conducted in accordance with CDbIG <br />Rule i.03 Release of Performance bonds rather than NOI bond release procedures.
