<br />FUELS-IfGH <br />INC. ~~~~~~ <br />_ -_ A Su6sidiap~ <br />of <br />- - Weslenr F~~ APR 4 1986 <br />- - Acwaalron, ,,,~. <br />MANED LAND <br />RECLAMlATION DIVISIOPp~ <br />March 31, 1986 <br />Mr. Tom Gillis <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />RE: Annual Professional Certification Document for D-Portal <br />Sediment Control Pond (DP-1) on the Deserado Mine Property, <br />Bonanza Power Project File No. C-018-81. <br />Dear Mr. Gillis: <br />On March 28, 1986, I performed an inspection of the Deserado <br />Mine D-Portal Sediment Control Pond (DP-1) N.P.D.E.S. permit <br />11001. <br />I am a professional engineer registered in the State of Colorado <br />and my experience fulfills the requirements of the Colorado <br />Surface Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure <br />proper construction of the D-Portal Sediment Control Pond and <br />to satisfy the requirements of Rule 4.05.6 (11) (a) of the <br />Colorado Mined Land Reclamation Board. In completing my <br />certification, I have conducted an inspection of the D-Portal <br />Sediment Control Pond and construction site. <br />The dam inspection showed no problems concerning cracking, <br />erosion, rodent activity, or displacements in the following <br />areas; upstream face, downstream face, and the crest. <br />No seepage was located on any of the dam areas. The outlet <br />conduit was in good shape and no leakage was noted. The <br />emergency spillway showed no signs of deterioration or erosion <br />and the riprap was in good condition. No effluent quantity <br />or color could be noted at inspection time, since the pond was <br />not discharging at the outlet. <br />Deserado Mine <br />P.0.
