We anticipate that straw bales, staked into the runoff ditches will be <br />adequate to filter any suspended sediment in the surface water. New <br />bales will be added as necessary. <br />b. The topsoil and overb~den will be stripped ahead of the mining operation <br />in 2 operations, however, this approximate 1,5 acre area is the only area <br />aisturbed ahead of the main cut. <br />7. The runoff charnels will be operational for the life of the operation <br />and left in place after final reclamation. <br />8. Overbnsden and topsoil will be handled with motor patrols and self- <br />loading scrapers. Final grading will be done with the motor patrols. <br />As this material has a high natural sand content, we do not feel that <br />the c~q~active effect of the tires will be a factor. <br />9. T'ne present land use is rangeland. We anticipate that is will be the <br />same when we are done, as the soil conditions will not change. <br />10. We intend to seed the area using dry-land techniques. According to the <br />landowners, a sedan or crop is planted in early stmrtwr in one direction, <br />then the seed mixture is drilled in the opposite direction in the fall. <br />of each year. T11i_s method has proved successful in this area for many <br />years. <br />11. We agree with your proposed seed mix and request that it be included <br />with the reclamation standards. <br />12. Our test holes were drilled in late fall/early winter in 1983. <br />13. Please refer again to Applegates study as noted in ~k4 above. <br />14. None of the surface water rights noted will be affected except the Lone <br />TYee Poultry right, designated as "P", which we will incorporate into <br />our water use, storage and augmentation plan. This right belongs to one <br />of the owners of the leased property. We do not expect arty changes in <br />the r~uioff pattern to affect these surface water rights. <br />15. The proposed seed mix is O.K. as noted. <br />16. While in normal operation, the overburden will be stripped with a scraper <br />and deposited directly on the previously-scalped 3/8"-minus material. <br />TlZere will be no stockpiling of this material. However, when the initial <br />cut is made in each phase there will be no "previously-mined" area to <br />put the overburden. As noted, this material will be stockpiled in a <br />winarow until such time as the initial cut is made and the natural sand <br />is dozed into the eastern half of the cut. At that time, the scraper <br />will start the nearly continious operation of moving overburden to the <br />top of the now 100% sand layer. We will construct ramps into and out of <br />the cut at various intervals to reduce the haul length. Tne costs for <br />moving and grading the material is estimated at $ .85/yd.3 and the seeding <br />at $50/acre plus the cost of the seed mix. <br />-2- <br />
