4/95 DMG approved Phase 1 release (SL-02) of the majority of the backfilling and grading of
• the mine site. Excluded from bond release were two small areas that required further
slope reduction, and the structures that were requested to remain as permanent. Due to
the discrepancy between DMG's 2/95 liability estimate and the bond amount held, no
actual bond amount was released. No cost estimate for backfilling and grading had been
included in DMG's 2/95 estimate.
7/95 EFMC submitted a reclamation cost estimate to the Division showing a total of $26.913
to complete all remaining reclamation of the Raton Creek Mine.
9/95 DMG approved bond reduction (TR-19) for previously approved permanent structures.
EFMC requested a bond reduction of $17,750 based on cost estimates previously
approved in the permit application. The Division approved the $17,750 bond reduction,
reducing the bond to $188,081, and the actual liability to $169,717. ,
1/96 DMG approved Phase I, II, and III bond release (SL-04) for the Santa Fe Nos. 1 and 2
loadouts for the amount of $8,963, reducing the reclamation liability to $160,754.
• 2/96 DMG approved a Phase I release (SL-03) of the backfilled and graded slope areas
excluded in SL-02, for the amount of $962. The remaining reclamation liability is
$159,792.
10/97 DMG reviewed remaining reclamation liability costs for the Raton Creek Mine using
updated program costs. The review concluded that the remaining liability is
appropriated for completion of the reclamation work. The current bond held by the
Division is $178,156 in the form of corporate surety. No change in bond is required at
this time.
4/01 DMG approved EFMC's adequacy responses to the 2000 MidTerm Review submitted
as Technical Revision No. 21 (TR-21). As a result of the MidTerm review and
approved TR-21, the Division's revised reclamation liability is currently $57,444.00.

669 Revised: 4/ 1?JOl
Technical Revision 1Y21
