No chances in type or place of use of any rater <br />right hereunder shall be initiated between June 1 and December <br />31 of any year. <br />H. Before thong ing the point of diversion of any <br />voter right under this plan, Energy shall install and maintain a <br />measuring device or devices at the old point of diversion <br />sufficient [o provide data showing Energy's compliance with <br />section 19.I, below. <br />I.
