<br />Mountain Coal Company <br />West Elk Mine <br />Deer Creek Sbaft Project Plan <br />east of Minnesota Reservoir and west of Deer Creek, and leading southwest on the <br />contour to the shaft site. <br />Refer to the attached Deer Creek Shaft TR-109 map for depiction of the proposed access <br />route. <br />The Minnesota Creek Road (USES 711) will be the route utilized for construction of <br />shaft construction activities; however weekly shaft access for inspection and maintenance <br />activities during mine operations may likely occur via the Sylvester Gulch Road (TR-94). <br />Special Use and Road Use permits will be modified as requested by the U.S. Forest <br />Service. <br />Prior to any shaft construction activities, an on-site inspection of tfie proposed <br />construction pad site and access route will be conducted with representatives from <br />appropriate regulatory agencies to discuss site-specific concerns. CDMG, USES, and <br />BLM regulatory personnel will be notified at least 48 hours before any construction or <br />drilling equipment is mobilized into the project area. Construction activities will be <br />supervised by a project representative of MCC. A copy of the approved permit <br />documents will be available from the company project representative for inspection Any <br />proposed changes in the project after permit approval would be reviewed with the <br />appropriate regulatory agencies before changes take effect. <br />Staging areas to be used by the construction contractor will be reviewed with and <br />approved by the USES District Ranger or his representative prior to use. These sites will <br />be used in a manner to minimise damage to the vegetation Any surface disturbance to <br />these sites will be re-graded and seeded io promote rehabilitation <br />Access to the construction site will utilize existing roads and trails to the extent possible. <br />All light-use routes will be maintained to accommodate full-sized 4X4 pickup trucks, <br />ATVs, and required drilling equipment, including but not limited to the following: Raise- <br />bore rig, truck mounted or skid mounted drill rig, air compressors andlor booster, rig-up <br />truck, portable water tanks, boom truck, utility trailer, drill pipe lay-down rack, crew <br />bucks, geophysical logging truck and mobile water carriers. <br />Roads utilized in the project will be maintained with water bars and appropriate <br />sedimentation controls as required. A D9 bulldozer or its equivalent will be used to <br />prepare the road for travel and assist in mobilizing the construction equipment to the site- <br />Additional equipment expected to be used in opening, maintaining, and reclamation may <br />include grubber-tired backhce, rubber-tired grader, roller compactor and atrack-mounted <br />excavator. <br />Uitimateiy, the subsoil pile materials will be used to reclaim the azea to approximate <br />original contour as pazt of the site reclamation process- Topsoil will be stripped, <br />Page 8 of 13 <br />
