(Earth Sciences) was retained by Powderhorn Coal Company <br />(FCC's) to conduct an evaluation of alternatives for management of salt in the mine water <br />discharges associated with mining activities at the Roadside and Cameo mines located near <br />Palisade, Colorado. The purposes of this evaluation were to identify and economically evaluate <br />the feasibility of various alternatives to achieve no salt in all discharges or minimize the salt <br />in all discharges at the facility in accordance with the Regulations for Implementation of the <br />Colorado Salinity Standards under the Colorado Wastewater Discharge Permit System (CDPS). <br />In aceordance with the conditions of FCC's current CDPS permit for the discharge of mine <br />waters associated with their mining activities, the requirement to eliminate or minimize the <br />salt in their discharges applies to those existing discharges which are continuous in nature. <br />These discharges are identified es Outfalls 001, 002, and 004. The remaining discharges from <br />the facility, Outfalls 005 through 014, were determined in the CDPS permit to be insignificant <br />sources of salt discharge. <br />Accordingly, Earth Sciences developed a preliminary list of alternatives for management of the <br />salt in the discharges from the facility for these three outfalls. These alternatives were based <br />on information provided by FCC, relevant technical literature, and our experience at other <br />faciGtiea with similar types of wastewater. For this report, the management alternatives were <br />evaluated using coat, implementability, and potential effectiveness as the evaluation criteria. <br />Aa will be shown in this report, all of the methods considered are state-of--the-art and will <br />require significant costs for installation, operation, and maintenance. <br />The following chapters of thin report discuss our development and evaluation of alternatives <br />for salt management. Chapter 2.0 provides a description of the existing site conditions and <br />mine water discharges. Chapter 3.0 provides a discussion of alternatives for management of <br />1 <br />
