RECEIVED <br />NOV 2 8 1991 <br />• EXHIBIT 19 Jwision of rvuner2ls t!<Geology <br />BONDING ADJUSTMENT SCHEDULE for TR-47 <br />Transfer of Bonding for Coal Exploration Approved by Permit Revisions to Exploration Permits <br />Retention of Surface Facilities for Post Mining Land Use <br />Since the Golden Eagle Mine received a mining permit in 1981 numerous coal exploration activities have <br />been permitted though the permit revision process and as Notices of Intent to Conduct Coal Exploration <br />(NOIs). The conduct of these activities have been similaz: locations remote from mine facilities, <br />disturbance limited to the area required by an exploration drill rig, and where possible, use ofpre-existing <br />access roads, or roads to be retained for an approved post-mining land use. <br />The majority of these sites were reclaimed subsequent to the completion of drilling. In a few cases, holes <br />were cased for either water monitoring wells, or for methane liberation. All known sites were checked by <br />Basin personnel to evaluate the success of the reclamation efforts in 1996, and where necessary additional <br />reclamation activities were undertaken. Roads inappropriate for post mining land use were reclaimed. <br />Roads to be retained were water-barred to minimize the potential for erosion. <br />Water Monitoring wells, not requved for evaluating the impacts of past mining during the fmal reclamation <br />process (TR-44), were properly abandoned in accordance with the approved reclamation plan for each site. <br />Twenty-seven wells completed for methane liberation were later permitted for post mining industrial use <br />for the commercial production of methane (TR-45). These sites are included in this discussion for <br />• completeness only, and are not affected by this revision. <br />Bonded Activities not implemented. <br />Two permitted activities were not implemented (MR-22 & MR-76). MR-22 was a 1991 exploration <br />program that was canceled after the acquisition of Wyoming Fuel Company by Entech. MR-76 was for a <br />communications borehole that was canceled with the announcement of mine closure. <br />Two permitted activities were also bonded by other revisions. MR-47 by MR-63: Exploration drill hole <br />GE-6 was permitted by MR-47, but was not drilled. It was later drilled under MR-63 as a methane <br />liberation well. The bond amount in MR-63 was addressed by TR-45; but the bonding in MR-47 was not <br />addressed. Similarly, MR-68 for a methane liberation well was also bonded by MR-3l. The MR-31 bond <br />amount was addressed by TR-45, but MR-68 bonding was over-looked. <br />Other permit actions approved exploration drilling that was only partially implemented: <br />• TR-28 - Received approval for eleven (I I) sites. Five (5) sites were not constructed. <br />Furthermore, four (4) of the completed sites were also banded under NOI CX-92-213-02. <br />• TR-29 - Included three (3) sites that were not constructed. However, the full bond amount <br />was addressed in TR-45 (and no action is required by this revision). <br />• MR-11 & MR-IS -Each included one (I) hole that was not constructed. <br />• MR-21 -Five (5) of eleven (I I) sites were not constructed. <br />As shown by Table 28, The "Unused Bond Amount" for these activities totals $179,970. The approval for <br />these activities is rescinded and the Golden Eagle Reclamation bond requirement reduced by $179,970. <br />(Revised I I-26-97 -TR-t7) <br />• Ex. 19-3 <br />
