Because of the constant <br />bedload depositing, several di s have been construe d between <br />ouray and RidgewaX for flood ontrol purposes. Such a dike was <br />constructed in this area in he mid-1970's to prote t County Road <br />23 (west of the river) and s referred to in the p lie notice <br />as an existing berm. <br />ADDITIONAL INFORMATION: he gravel excavation erations will be <br />performed in two phases. Currently the existi berm separates <br />these phases. Phase I traction will occur the west side of <br />the river and measure a proximately 100'x800' 10'. Placement of <br />fill is not required fo this phase of the eration and it may <br />proceed independent of a Corps permit. Ph a II extraction will <br />involve temporarily rero ting the active annel to the Phase I <br />excavated area and extra ting gravel on a east side of the <br />property (presently the a tive channel) easuring 150'x1000'x10'. <br />This rechannelization is oposed by c ting and shifting the <br />existing berm on the south boundary o the permit area to con- <br />struct a temporary dike wit native erm material which will <br />allow the active channel to elocat to the Phase I mined area. <br />Two 48-inch culverts will be lace in the center of the Phase I <br />area topped with native mater al o provide equipment access to <br />the Phase: II area. Riprap (2' d'ameter) will also be placed in_ _ <br />-teh northwest;-southwest-,-anct' t ends of the property. This <br />fill will be used to protect t banks from channel erosion and <br />to reinforce th.e northwest en om the diverted flow which <br />rejoins the existing channel t his corner of the property. <br />In the event the river down is at the southern (upstream) end <br />of the site, a rail/wire s' 1 will~..be placed under groundlevel. <br />The 85 pound rails will b driven 15 feet at 10 feet centers <br />across the channel and a 20 feet centers parallel to it <br />connected with chain li fencing. After installation, cobble <br />and gravel back:fill wil be placed on the upstream side and <br />larger ri~rap an the d wnstream side. Upon completion of Phase <br />II, the diversion dik will be removed and the river returned <br />to it's pre-existing location. Gravel mining will be done inter- <br />mittently on ani "as need" basis. All excavated material will be <br />hauled off loca~tio, to the specific use site(s). <br />The applicant hiss requested water quality certification from <br />the States of Colorado, Department of Health in accordance with <br />Section 401 of e CWA. Written comments on water quality <br />certifice~tion ~ ould be submitted to Mr. J.
