1. Description of Mininp Activities <br />Western Fuels, LLC, New Horizon Mine is a surface coal mine located in Montrose County <br />Colorado near the town of Nucla, Colorado. The New Horizon Mine has 577 permitted <br />acres and its annual production is 400,000 tons of coal. The coal seams are exposed by <br />a 17 Cubic Yard hydraulic shovel loading into 90 ton End Dump Trucks. The coal seams <br />are then ripped by a dozer and a seven cubic yard front end loader loads the raw coal, in <br />the pit, into highway trucks for shipment. Annual surface disturbance is 55 acres. <br />II. Area 5ubierxed to Effluent Limifations <br />All areas of disturbance within the Mine Permit Boundary (Colorado Division of Minerals <br />and Geology Permit # C-81-008) is subjected to effluent limits that are approved in our <br />NPDES permit #CO-0000213. Areas of disturbance, control ditches and NPDES Outfalls <br />can be seen on the site map provided. <br />III. See Site Map. <br />N. Description of Potential Pollutant Sources/Material Inventory <br />There are five potential sources of pollutants. <br />a. Sediment from surface water runoff over disturbed ground. <br />b. Petroleum product entering waterways from mine equipment mechanical failures or <br />from spills/leakage from petroleum storage or transferring facilities. Petroleum <br />product storage facilities are located on the Site Map and inventories can be seen in <br />Exhibits 2, 3, 4, and 5. All petroleum storage facilities have impervious catchment <br />containments surrounding the storage vessels. Each catchment basin is designed <br />to hold the volume from the largest tank plus the rainfall from a 10yrv24hr event <br />(2.00 inches]. Catchment basins are located at the outside fuel storage area, <br />interior shop oil storage area, outside bulk waste oil faality, and in the interior waste <br />oil burner day tank. <br />c. Contamination coming into the mine permit area from unregulated sources and then <br />flowing out again through New Horizon storm water structures. See Site Map <br />(Exhibit 1) for locations. <br />d. Sediment runoff From dirt roads that are not covered by sediment ponds. <br />e. Sediment runoff from small disturbed areas (small area exemptions) that are not <br />controlled by sediment ponds. <br />-1- <br />
