feet/yeaz for dust suppression, five acre-feetlyeaz for sanitary facihties, and 50 acre- <br />feet/yeaz for other uses. <br />It is estimated that the dust suppression water will be drawn from the pit or sediment <br />structures and that the remainder of the water will be pumped from deep well(s) for which <br />permits have been approved. Furthermore, the Animas River under appropriated such that <br />excess water is available for multiple uses to the applicant. OEI is currently implementing <br />a plan to develop it available water resources through appropriate submittals to the State <br />Engineer and the District Water Court. <br />Protection of the Hydrologic Balance <br />The mining and reclamation plan for the Cazbon Junction Mine has minimised the impacts <br />to the prevailing hydrologic balance within and adjacent to the permit area in the following <br />ways. <br />Surface Water <br />Surface water entering the permit azea is either diverted azound and away from disturbed <br />azeas, or is passed into the sediment control system where it ultimately dischazges from a <br />sediment pond designed and constructed in accordance with CDMG requirements or <br />evaporates from the site. Open pits do not exhibit drainage characteristics which allow the <br />ponding of water on the coal seam, which could potentially lead to acidification of surface <br />water. Surface water is directed to the surface water drainage system, ultimately leading <br />to the sediment ponds. The permanently reclaimed spoils azea has a designed underdrain <br />system which controls drainage, and passes any water reaching the underdrain to the <br />sediment pond below. <br />Acidic drainage has been observed from a spring in the vicinity of the lower pit. This <br />spring is a natural spring which emirates from strata unaffected by coal mining. This <br />surface drainage is mitigated in two ways; first, the drainage is controlled by the sediment <br />control system, and is not able to leave the site untreated, second, the natural conditions of <br />the earth materials within the ditch neutralize the acidic natural of the surface water within <br />several yazds of the appearance of the surface water. <br />While the above addresses mitigation of impacts to surface water quality, surface water <br />quantity is likewise protected by the mining and reclamation plan at the Cazbon Junction <br />Mine. Surface water quantity is not reduced significantly by the operation, as the sediment <br />control system functions to slow and treat surface water, not to impound it for significant <br />periods of time. <br />Quantitative data taken from springs and discharge monitoring reports over the <br />operational life of the Cazbon Junction Mine verify that their has been no significant <br />TR08, TRIl (v 1.0) 5-53 Revised 9/97, 8/02 <br />
