2.05.6 Mitieation of the Impacts of Minine Operations <br />2.05.6(1) Air Pollution Control Plan <br />Implementation of the approved air pollution control plan will be in accordance with the <br />final plan as approved by the Colorado Air Quality Control Division when mining in <br />reinstated. Based on the application and initial permit approval fugitive dust and any other <br />particulate matter passing into the asr, will be mitigated as follows: <br />All roads will be sprinkled with water during the hours of operation. <br />• All azeas where the vegetal material has been removed to facilitate the operations, <br />will be sprinkled with water during periods when vehicles aze passing through <br />and/or the areas will be seeded to grasses, or they may be hazd surfaced. <br />• All coal waste will be handled according to the Section 4.10, Coal Processing <br />Waste, and placed back in the pit as part of the backfill material. Also, the coal <br />fines will be temporarily placed in a pit which will also provide protection from the <br />wind. <br />The coal processing equipment will be of mobfle and modular construction, which <br />is enclosed, except where the coal conveyors enter and exit the structures. The <br />conveyors will also be covered and/or wetted to prevent the occurrence of fugitive <br />dust. <br />2.05.6(21 Fish and Wildlife Plan <br />The post mining land use of the permit azea is industrial and commercial, residential, and <br />recreation. Through the reclamation and revegetation plan OEI intends to provide a <br />buffer between the more actsve and passive land uses which accommodates wildlife. This <br />will be achieved through backfilling and grading to establish topographic buffers, <br />plantings, and revegetation. <br />Disturbance of wildlife will occur during the mining/reclamation activities. However, the <br />disturbance will be mitigated to the extent possible by minimising the removal of existing <br />vegetation. All fences, roads, powerlines, facilities and structures required to carry on the <br />minnig/reclamation operations will be designed and constructed to prevent the entrapment <br />of, or injury to, the wildlife species. Fence construction will be minimised and of standard <br />BLM configuration. Road traffic control will be enforced to prevent injury or death to <br />wildlife by moving vehicles. <br />Wildlife habitat will be retained and enhanced as practicable within the development <br />constraints of the approved post-mining land uses. <br />TRO8, TRll (v 1.0) 5-50 Revised 9/97, 8/02 <br />
