Since 1987, flow was observed at Bond Creek only three years in August and one year in September. At Cow
Camp Creek since 1987, flow was observed only one year in August and never in September. Neither Fish
Creek site is monitored if both Cow Camp Creek and Bond Creek are not flowing.
Finally, Spoil Spring 10A, located in the Pond 002 basin, will be added to the monitoring program. it wilt be
monitored at the same frequency as other spoil springs (see Table 7-103).
XI. Seneca II Technical Revision 38 (2005) Monitoring Program Changes
Table 7-104 and 7-105, Surface Water Parameter Lists, have been revised. Monitoring for acidity, aluminum,
barium, fluoride, phosphate and molybdenum has been discontinued. These parameters are not listed in the
stream standards set forth by the CDPHE in Regulation 33, Classifications and Numeric Standards for Upper
Colorado River Basin (Yampa River Segments 13b and 13e). There are also no agricultural standards for
these parameters in Regulation 31, Basic Standards for Surface Water. The "analysis technique' for cadmium,
chromium, copper, lead, manganese, nickel, selenium, silver and zinc has been changed from "total
recoverable" to "potentially dissolved". This is the technique now mandated by the CDPHE in Regulations 31
and 33. Finally, for similar reasons, the form of iron analyzed will be "total recoverable".
Tables 7-100 and 7-101, Ground Water Parameter Lists, have also been revised. Monitoring for barium,
molybdenum, phosphate, ammonia and silver will be discontinued. These parameters are not listed in the
ground water agricultural standards set forth by the CDPHE in Regulation 41, Basic Standards for Ground
Water.
Finally, monitoring at Spoil Spring #1 (See Table 7-103) has been changed from monthly to triannual. Monthly
monitoring has been performed since 1987. Suffcient data has been collected to warrant this frequency
reduction.
XII. Seneca II Technical Revision 37 (20051 Permanent Impoundment Water Quality and Water Right
Demonstrations
Due to scheduling issues, Technical Revision 37 was submitted after Technical Revision 38.
Water Quality
CDMG requested in the adequacy review letter for TR-36, dated December 26, 2004, that SCC update
the water qualify information for the permanent impoundments in the permit package to demonstrate
effluent quality is in compliance with the applicable promulgated water quality criteria. Sediment
Ponds 002, 003 and the Pecoco Impoundment have been approved by CDMG as permanent
impoundments (see Tab 13). SCC also has received requests from affected postmine landowners to
retain Sodiment Ponds 004 and 008 as permanent impoundments following final reclamation.
Consequently, SCC has requested that Pontls 004 and 008 also remain as permanent postmine
features.
TR-37 7-379 Revised 04/05
