Temoorarv Cessation <br />In the event temporary cessation of mining end reclamation operations extends for a period <br />of 30 days or more, or as soon as it is known that a temporary cessation will extend <br />beyond 30 days, a notice of intention to cease or abandon operations will be submitted to <br />the Division. All phases of bonding will be in force on temporary planned cessation areas <br />until mining or related operations recommence (not to ezcerd the period established in Tab <br />72 without Board extension) or permanent reclamation procedures are employed. <br />while the planned cessation areas ere being exercised, ramps will be maintained in order <br />to allow livestock and wildlife access and escape routes. Highwalls may be reduced to a <br />slope of 1.25h to 1.Ov to produce a more stable Condit:inn (see Figures 73-2 and 13-3). <br />Depending on the length of cessation, slopes may be planted with Seed Mix No. 3 (temporary <br />reclamation mix). Ripping and/or angle blading will t~e carried oui along the highwall <br />prior to stabilization and planting as necessary. Planting and seeding operations above <br />• <br />the highwall will be conducted only to within a safe operating distance so as not to <br />jeopardize the operator or the equipment. Additional seeding needed for slope <br />stabilization witL be by broadcast seeding. Drainage con [roL to aid in stabilization and <br />reduce erosional impacts will be implemented as necessary. The mine site has complete <br />sediment control provided by sediment ponds. <br />Auger Area E. the temporary reclamation et Auger Area E: (Exhibit 13-2) will follow the <br />same general procedures as described above and shown on Figures 13.2 and 13-3; except <br />stability of the highwall will be assured by scaling end/or benching to maintain the <br />highwall for portal development. Surface runoff will be diverted around the temporarily <br />reclaimed area through drainages that flow into Pond 004. water quality will continue to <br />be monitored at this location as described in Tab 72, Pages 72-72 to 12-72a. The proposed <br />underground operations at Cow Camp have been abandoned at the present time. Seneca will <br />complete 9reding and final reclamation of this area ire accordance with the approved plan <br />(see Exhibit 13-2). Backfilling operations of this area started in June 7994. <br />As with other temporary reclamation areas, the bond for this area will remain in effect <br />until the area is permanently reclaimed. <br /> <br />73-46 Revised 70/17/94 I <br />
