• Site clearing is performed immediately prior to soil removal in a given area. Clearing
includes removal of woody or other materials which could interfere with soil removal, or
potentially contaminate soil. Site clearing and soil salvage operations are typically
conducted from May to November. These activities may be conducted in other months if
weather conditions permit.
gac kfilling and grading activities are performed throughout the year.
Soil redistribution and associated graded spoil suitability determinations follow the same
timetable as salvage operations. If ground conditions permit, soil redistribution may be
conducted in months other than the primary months indicated in the reclamation timetable
(Figure 13-1). Tillage and seedbed preparation (when necessary), cover cropping, end
seeding of resoiled areas is conducted in the next favorable planting season after soil
redistribution, weather permitting. Therefore, the schedule for these activities may
parallel the soil redistribution schedule in many cases. Tree and shrub planting is
performed in [he fell es dormant plantings, but may be planted in spring on occasion.
Tree and shrub planting areas are prepared during spring, summer, and fell.
Fence construction is generally performed from April to November. Construction is
interrupted only 6y inclement weather or snowpack.
Maintenance and management activities ere conducted throughout the year, weather and
snowpack conditions permitting. The timing of these activities is dependent upon the
specific activity. Fence maintenance and removal of any trespass livestock ere generally
conducted from mid-spring through fall. Interseeding and any necessary reseeding is
conducted in the next favorable planting season following the decision to interseed or
reseed. Erosion monitoring is conducted after snowmelt and heavy rains, with any required
repairs carried out from late spring through fall. Occasionally, [he operations outlined
above will be completed during winter months when mild weather persists. Under normal
conditions, the schedules are as presented.
Protected Reclamation Schedules. The projected backfilling and grading schedule for the
remaining Seneca It life-of-mine is presented on Exhibit 13.2.
. The annual projection of areas graded as presented on Exhibit 13-2 are based upon certain
basic considerations. First, the backfilling and grading schedule is based upon the
operation plan, coal excavation cycle times, and pit configuration. Cycle times are
13-63 Revised 12/01/93
