considerations) and non-harassment of wildlife on the mine property. • <br />As required by Rule 2.05.5(1)(b), Peabody has previously requested comments on the <br />postmining lend use from the legal or equitable owners of record of the surface of the <br />permit area and the state and local government agencies which would have to initiate, <br />implement, approve, or authorize the proposed use of the hind following reclamation (see <br />the various Findings Documents for the Seneca II Mine). <br />Topsoil Maintenance and Reol acemen[ <br />Topsoil stockpiles will be maintained by vegetation established from cover crop materials <br />and Seed Mix No. 3. Plant establishment will help maintain topsoil viability by replacing <br />nitrogen antl maintaining the surface in a friable condition, retaining soil moisture, <br />increasing soil organic matter content, and promoting [he activity of microorganisms. <br />Established vegetation will minimize erosion. To further aid erosion control, hay (or <br />straw) bates or small check dikes will be used, when rter>ded, to direct runoff around <br />topsoil stockpiles. Small catchment areas will be used to control runoff from topsoil <br />stockpiles. <br />Once a topsoil stockpile is in place and stabilized, a cover crop is seeded. This is <br />performed during the first opportune planting season (spring, summer, or fall) as <br />determined by weather conditions, following stockpile establishment. The topsoil <br />stockpile seed mix (Seed Nix No. 3) is generally seeded during the first fall planting <br />season after stockpile stabilization. Spring seeding with this mix may 6e done if <br />conditions permit. Depending on the timing of stockpile est:ablishmen t, the cover crop and <br />the stockpile seed mix may be seeded simultaneously. <br />Seed Nix No. 3 includes alfalfa to replenish nitrogen end to keep the microorganisms of <br />stockpiled topsoil in a viable condition. Sod forming species such es streambenk <br />wheatgras s, intermediate wheatgress, western wheatgrass, nnrl Canada bluegrass ere included <br />to help stabilize the surface. All species wi Ll prov irfe early spring growth end will <br />maintain growth into fall. All species will provide drought tolerance to the stockpile <br />vegetation cover. Quick establishment of vegetative rover will be aided 6y slender <br />wheatg rass and mountain brome.
