A self-contained V-ditch or berm will be constructed around the perimeter of the stockpile, when <br />necessary, to prevent loss of the topsoil resource Isee Sediment and Water Control Facility Plan section . <br />of Tab 13). The berms, ditches, and sediment traps will typically be used when stockpiles are located <br />on steep slopes, where vegetation establishment is delayed, or where runoff from the pile is not routed <br />through a sediment pond. <br />Any topsoil stockpile which will remain in place less than 90 days will not be revegetated. The surface <br />of each pile will be left in a roughened condition to retard wind and water erosion. <br />Any topsoil stockpile which will remain in place 90 to 180 days will be stabilized by utilizing an annual <br />grain (wheat or barley) cover crop. The seeding rate and method is described in Tab 22, Revegetation <br />Plan, Seed Mixes and Planting Lists section. <br />Protection and maintenance of "long-term" topsoil stockpiles will begin when a stockpile is temporarily <br />or fully completed and no more additions or withdrawals of topsoil are to be made within a 180 day <br />time period. Topsoil stockpiles will be stabilized primarily by perennial plant establishment. The seed <br />mixture, seeding method, and seeding rate for long-term topsoil stockpiles is described in the <br />Revegetation Plan, Tab 22, Seed Mixes and Planting Lists section. <br />Establishing vegetative cover will aid in overall stabilization and erosion control of stockpiles. <br />Vegetative cover will aid in reducing runoff and raindrop impact and will increase moisture infiltration <br />by maintaining the upper soil surface in a friable, noncrusted condition. Organic matter, soil nitrogen, <br />end micro-organism activity will be maintained or enhanced by the seeding of deep rooted species or <br />species with fibrous root systems. <br />The height of stockpiles will be restricted to less than 20 feet, when possible, to prevent excessive <br />wind erosion, soil compaction, and anaerobic reducing conditions at the stockpile bases. <br />Topsoil Replacement. Topsoil will be replaced only when the approved postmine contours are achieved <br />and when no additional disturbance is anticipated. The topsoil salvage and replacement schedule <br />through the original permit term is presented in Table 21-4 while the II-W South Extension Area is <br />presented on Table 21-4A.
