than the proposed permit azea to be excavated down to bedrock. Based on the ground elevations <br />of the proposed permit area and the wetland, as well as water level data collected from <br />CRMW02, CRMW 16, and CR-11, please provide a schematic showing the relative elevations of <br />the ground surface to be excavated, nearby wetland, groundwater surface, and shale bedrock. <br />Please address. <br />6. In order to better understand the regional groundwater system in the area of the proposed <br />operation, and in conformance with Rule 6.4.7(2)(b), please provide the horizontal distance to <br />the nearest domestic groundwater user, and the neazest irrigation water user outside of the <br />proposed permit area for each major phase of the mining operation. Please also provide for each <br />well the total well depth, the ambient water level, the depth of water column, and the name of the <br />well owner(s). Please respond. <br />Monitoring <br />7. The applicant has already begun a Groundwater Monitoring Program at the proposed <br />operation and surrounding azea, has provided a commitment to continue monitoring groundwater <br />levels on a monthly basis, has provided a commitment to send quarterly reports to the Division <br />upon request, and has specified a "trigger" of two (2) feet below annual low levels for <br />determining when a significant hydrologic impact has occurred. For purposes of clarification, <br />the Division requests that the applicant commit to the following measures: a) Implementing the <br />Groundwater Monitoring Program with monthly water level measurements throughout the life of <br />the operation or until such time that the applicant can demonstrate to the Division's satisfaction <br />that monthly monitoring is no longer needed, b) Maintain a complete record of monthly water <br />level measurements on site throughout the life of the operation or until such time that the <br />applicant can demonstrate to the Division's satisfaction that water level monitoring is no longer <br />needed, c) Submit an Annual Groundwater Monitoring Report to the Division including water <br />level data collected throughout the yeaz and analysis and summary of results, d) Prior to de- <br />watering in each major phase of the operation, collect at least 12 months worth of baseline water <br />level measurements for that particulaz phase and identify the annual low water level elevation to <br />be used as a benchmark for determining when a "trigger" event has occurred, e) Notifying the <br />Division in writing within 24 hours of when a "trigger" event has occurred, and f) Implementing <br />mitigation measures fora "trigger" event as reviewed and approved by the Division. Please <br />respond. <br />8. The "Monitoring Wel[ & Boring Location Map"will need to be revised to include at least <br />one monitoring location between Weld County Road 8 and CRMW04. Further, those <br />monitoring locations located outside of the proposed permit boundary will need to be identified <br />as to well or property ownership. And, the Division requests that the applicant include a <br />description of the location and horizontal distance to any other groundwater users that may cause <br />interference on any of the proposed monitoring wells. <br />9. The revised table of existing water monitoring data provided by the applicant does not <br />represent a full 12 month set of baseline water level data for all of the various monitoring wells <br />and peizometers. Please commit to providing a revised table with at least 12 months of baseline <br />
