COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division
• Rationale Amendment No. 4 - Pace 3. Permit No. CO-0021154
_ E0005 = daily total racoverabla maneanes~ affluant
concentration from discharea point 005, me/1
E0007 = dally total recoverable manganese affluant
concentration from discharea point 007, me/1
ECtotal = daily total recoverable manganese affluent
concentrations from all discharges (001, 005, 0071
Tha equation on the previous pa¢a is used to determine the total recoverable
maneanasa concentration for the three dischareos for assessment of daily
maximum values. For detarminine the 30-day averaee concentration for total
racoverabla manganese, the avara¢a monthly concentrations from each of the
three discharea points and the averaee monthly flows from each of the three
discharges should ba used.
CYCC believes that this amendment, based upon the WLA method, will eliminate
the occurrence of permit limit exceedances. Based upon the data supplied by
CYCC from January 1988 throueh May 15, 1989 there would be few if any
violations of the instream velar quality standards for total recovarabla
maneanasa when the WLA method is used for detarminine the discharea
limitations. Only one month (April 19881 showed an exceedance of the 30-day
averaee and daily maximum limitations for maneanasa. However, since this
study was done on a worst case oroiected basis, CYCC feels that Eew if env new
axceedance would ba occuring when the WLA method is utilized for datarminin_e
[he total recoverable manganese limits.
In order to provide sufficient information to confirm the actual WLA-derived
concentrations for total racoverabla maneanasa, CYCC is required to submit for
each of the outfalls the actual flow data, the total racoverabla maneanasa
data, and [he daily and 30-day averaee calculations. This summary should be
attached to each monthly discharea monitoring report.
PERMIT CHANGES RESULTING FROM AMENDMENT 114:
Page U Chanea to page:
lb, lc Added monitoring reauiremen[s for total
recovarabla maneanasa at dischar¢e point 005.
la, if Deleted total racovarable maneanasa limitation for
outfall 007, and added raportorine reauirament for
total racovarable man_eanase a[ this dischar_a
point.
lf(i), if(ti) Deleted total racoverabla maneanasa limitation for
outfall 001, and added reoortorine reauirament for
total recoverable maneanasa at this disc har¢e
point.
•
