Compliance Wish Terms and Conditions ojPrevious Pernti! <br />Ellluent Limitations: The data shown in the preceding tables indicate chat the Western Fuels -Utah, Inc. <br />facility has maintained compliance with the previous permit, with the exception of one total iron exceedence ar <br />ourfall 004, three acute ceriodaphnia WET test failures at outfall 024 and one oil & grease exceedencc and <br />tx+o acute WET test failures at outfall 026 <br />The oi[ & grease exceedence appears isolated - it was caused by an equipment break that was quickly <br />repaired. The iron esceedence appears to have becn an isolated incident, akhough no discharge has been <br />reported since the excetdence. <br />The permiaee suspects that TDS is the cause of WET failures and is working on confirmation. Several months <br />ago, they sent their WET testing data Jo EPA's national laboratory for assistance in pinpointing the cause. <br />There has been no reply yet from EPA. If no answer from EPA rs forthcoming, the permittee needs to pursue <br />other avenues to detmnine the cause. At the Division's direction, the permittee is preparing a study of the <br />actual impairmem to aquatic life as a resub of the toxicity of their discharges. Once the study has been <br />reviewed, limitations jot the parameter causing tonicity may be added to the permit if not already existing. <br />The permittee has recently stated that the TDS concentrations seem to correlate with mining activity, 7DS <br />levels are much higher when active mining is ongoing. When mining in one area recently ceased, TDS levels <br />in that area dropped. <br />2.
