Acute and Chronic Low Flows: The flows whlch will be used to calculate acute and chronic e,(Jluent <br />limitations are the one day in three year low flow (IE3J and the 30 day in three year law flow (30E3J <br />respectively. FAC/LITY DESCRIPTION <br />A. /ndustry Description <br />!. 7bne of Industry: The facility consisu of a coal mine with both surface and underground workings and <br />related activities. See the previous permit rationale dated October 14, 1988 (and subsequent amendments) jar <br />a description of the operation. <br />2. Sources to the Treatment Plant: (Changes from previous permit) Few changes have been made since the <br />most recem permit amendments whkh added mine water discharge poims to cover moving discharges as <br />mining progresses. The permittee's intention is to inactivate earlier mine water discharge points when they <br />are no longer needed. To date this has not been necessary, all aisting mine water discharge poims are still <br />being used. The permittee has requested that a new surface runoff outfall, p028, be added to cover a newly <br />disturbed area. This outfall will be added through this permit renewal. <br />3. Chemicals Used: At this time, the permittee may use lsuo chemicals in treatment or related aaivities that <br />could impact discharges. One chemical, Nalco ENACT 7883, an aluminum sulfate compound, has been <br />previously reviewed and approved by the Division. The second chemical, United 657 Zyme-Flow is a <br />biogradable enzyme. Aquatic testing data were supplied for this chemical. The acute 96 hour LCD for <br />stickleback and fathead »dnnows is 71 mg/I. The no observable effect level (NOEL) for both species is 50 <br />mg/I. On the basis ojthis data, the Division believes this chemical is safe at the recommended application <br />rata and is approving its use at this time. <br />B. Wastewater Treatment Description <br />No changes have occurred in the treatmem system, other than those generally described in the previous section. <br />Pursuant to the authority of Article 9, Tule 25, Regulations for the Certification of Water Treatment Plant and <br />Wastewater Treatment Plant Operators, this facility will require a certfled operator. <br />V. PERFOR/NANCE HISTORY <br />A. A4onitoting Data <br />Discharge Monitorink Renorts: Tahles V-1 through V-4 summarize the effluent data reported on the quarterly <br />Discharge Monitoring Reports (OMR'sJ for the Western Fuels -Utah, Inc. facility from July, 1992 through <br />June, 1993. <br />
