Reporting <br />1. Discharge Monitoring Reoon: Western Fuels -Utah, Inc. mast submit a Discharge Monitoring Report (DMRJ <br />on a month bans to the Division. This report should rnmain the required summarization of nc~ trst results <br />jor parameters shown in Tables VI-4 and VI-S and Part LB.1 of the permit. See the permit, Part LB.2. for <br />details on such submission. <br />2. Soecial Reoortr: Special reports are required in the event of a spill, bypass, or other noncompliance. Please <br />refer to Part 1, Section D.4 of the permit for rporttng requirements. <br />D. Additional Terms and Conditions <br />I. Sienatorv Reauirements: Signatory requirements for reports and submittals are discussed in Pats I, Section <br />D. I of the permit. <br />2. Comoliance Schedules: <br />a) Materials Containment Plan: On February 27. 1990, the permiuee submitted an enginened spill plan. <br />An update to the plan is required to bt fried within 90 days of nc~ pmnit effective date, derailing all <br />changes which have occurred since the original submittal. !f no changes have occurred, a letter to this <br />effect is required. For spec fu requiremenu, refer to Part /. E ojthe permit. <br />E. Waste Minimilntion/Pollution Prevention <br />Waste minimization and pollution prevention are tx+v terms that arc becoming increasingly rwre common in <br />industry today. Waste minimization includes reducing the amount of xnste at the source through changes in <br />industrial processes, and reuse and recycling of xnstes for the original or some other purpose such as materials <br />recovery or energy production. Pollution prevention goes hand-in-hand with waste minimization. /f the waste is <br />eliminated at the front of the -ine, it wiU not have to 6e treated at the end of the line. The direct benefits to the <br />industry are often sign cant -both in terms of increased profu and in public relations. <br />This program can affect all arras of process and xnste control with which your industry deals. Elimination or <br />reduction of a wastelwter pol/utam can also resuk in a reduction of an air pollutant or a reduction in the amount <br />of hazardous materials that you have to handle and/or dispose of. <br />This discharge permit does not spec (really dictate ~zste minimization conditions at this time. Wt strongly <br />encourage the permittee to develop a waste minimization plan. Several industries have already developed plans <br />and found that implememation resuked in substamial savings. Bath the Colorado Department of Health and EPA <br />have information and resources available to help you explore this topic. <br />R Specific Compliance Requirements <br />1.
