• The topsoil replacement cost estimate was completed with the aid of Caterpillars Vehicle Fleet Production <br />and Cos[ Analysis Program (FPC). All FPC parameters are listed for each project area. <br />Reveaetation <br />Topsoil will be replaced from stockpiles. It was assumed that all areas where tillage equipment could <br />operate would be disked to prepare the seedbed. Seeding is principally accomplished using a rangeland <br />drill. Though cover cropping is the princlpal form of surface stabilization, 50 acres of straw mulching and 5 <br />acres of hydro mulching were added as a contingency for areas requiring more intensive and immediate <br />stabilization. Hydro mulching has been inducted for critical areas where straw mulching equipment could not <br />operate. Shrub and tree plantings were estimated for the reclamation area and are reFlected in the costs. <br />All costs, including fendng, are shown on Table 13-5-1 of Attachment 13-5. Acreages and revegetation <br />operations are shown on this table. A revegetation failure rate of 10 percent was included for drill and <br />broatlcest seeded areas and a 50 percent failure rate for shrub seeding areas and shrubftree planting areas. <br />• It was assumed that all reclamation would be complete up to the fourth spoil pile. It was also assumed that <br />revegetation activities would be conducted from disturbance border to disturbance border. This would <br />include areas that have only been brushed. <br />Fadlitv Reclamation <br />The following facilities, buildings, structures, and miscellaneous support items will require demolition, <br />disposal and reclamation as paR of the bond release process. The following discusses the reclamation <br />of these structures. The attached worksheets and tables show the pertinent volume and area calculations. <br />Structure Demolition. This estimate assumes that all structures within the Seneca II Mine area would have <br />to be demolished and materials disposed. It also assumes that no salvage value be attached to any of the <br />structures. Means Astro II Computer Program was used to estimate these costs. Volume determinations <br />were made from existing maps and/or field measured. The cost per cubic foot includes disposal. Most <br />costs, except where noted, were based on a miMUre of construction materials. All material is hauled to an <br />• open pit.
