Loye November 17, 1982 Colorado Mined Land Reclamation Div. 423 Centennial Bldg. 1313 Sherman Street Denver, Colorado 80203 Dear Mr. Loye: We are pleased to inform you that we have concluded our Environmental Assess- ment (E.A.) for the Red Jasper Granite Quarry, and the decision to authorize the sale of the mineral material to Mr. Marvin Brown has been finalized. I have enclosed a copy of the signed sales contract for your records. In addi- tion to the contract, I have included a copy of our stipulations concerning the use of the site for your information. Please initiate the issuance of the M.L.R.B. permit, as per our agreement. In our analysis of the quarry operation, we took into consideration Mr. Mitchell's objections to the project, but found there to be insufficient justification for the denial of the material sale at this time. We have in- formed Mr. Mitchell of our decision and indicated that sale of the material from the site is on a contract-to-contract basis, and that if the current situation changes drastically, we can reevaluate our decision in the future. We do not foresee the potential for significant change in the situation and do not feel Mr. Mitchell's property will be significantly affected.
