<br />On December 1. 1994, the undersigned performed a semi-annual <br />inspection of the above captioned property in accordance with the <br />provisions with the Colorado Discharge Permit System - Stormwater for <br />permit Certification No. COG-500878, issued to Oakridge Energy, Inc. <br />Oakridge has corporate offices located in Wichita Falls. Texas and its <br />facilities for the Ewing Mesa Pit No. 1 and Carbon Junction Mine are located <br />some 2 miles east of Durango, Colorado in La Plata County. <br />Effective September 10, 1993 the Colorado Department issued the subject <br />permit to Oakridge. This inspection is the first of the semi-annual <br />inspections which are a requirement of said permit. <br />As a part of the facility inspection, the undersigned examined the site for <br />compliance with the permit. At the time of inspection, there were no <br />activities conducted as a result of the permit issued to Oakridge for Ewing <br />Mesa Pit No. 1. The activity for the coal mining of the Carbon Junction Mine <br />were limited to monitoring of the environmental requirements under the <br />Permit issued to Oakridge for those activities under Permit G92-080. The <br />conditions were dry and the facilities for containment of surface runoff were <br />in service and designed in accordance with the applicable criteria. No water <br />was in the sediment ponds and no evidence existed for any type of <br />occurrence which did not conform with the design specifications. <br />Implementation of the facilities discussed in the plan will be completed in <br />early 1994 when mining operations are initiated. No actions are needed to <br />comply with the provisions of the permit until mining begins. No discharges <br />had occurred and the controls applicable to the subject permit were <br />functioning properly. <br />BY: <br />
