<br /> <br />nest will be monitored by a qualified biologist until the young have Fledged, at <br />which time the BLM will be notified and approval requested to allow <br />construction to continue. Exceptions, modifications, or waivers to the NSO and <br />TL stipulations consistent with the White River Resource Area resource <br />management plan may be allowed by the BLM based on consultation on a site- <br />specific basis. <br />9. All road alignments, including roads to individual well fields, will be stripped of <br />topsoil over their entire width. Topsoil removal from these roads will include <br />shoulders. Topsoil stripped from road alignments will be stockpiled within the <br />well field for use at the time of final reclamation. Topsoil handling is addressed <br />in detail in the Reclamation Plan, Section 4.3, Soil Inventory, Salvage, and <br />Storage. <br />10. In order to prevent inadvertent misuse or contamination of stockpiled topsoil, <br />each location where topsoil is stockpiled will be clearly marked. <br />11. a) In accordance with Rule 6.4.5(2)(f)(i), the maximum reclaimed slope <br />gradient will be 3:1 or as shallc,w as physical constraints allow where steeper <br />slopes have been disturbed. Disturbance of natural slopes greater that 3:1 will be <br />avoided where possible. <br />b) Figure F-l, included with the 112 Permit Application, was intended to <br />show the mining and reclamation timetable for the mining panels only. All <br />roads constructed by American Soda will be reclaimed either at the time the <br />individual mining panels are closed or at final project closure. DMG may <br />assume that these roads will have to be reclaimed when estimating reclamation <br />costs. <br />c) Revegetation success criteria used by the DMG for bond release have been <br />noted. <br />d) Foundation elements to be buried in place will be shattered, as necessary, <br />to allow infiltration of rainwater and snowmelt. <br />e) Seed mixture modifications, as required for reclamation purposes, will be <br />submitted to the DMG for review and approval through the technical revision <br />process (Rule 1.9). In the revised Reclamation Plan, American Soda has also <br />committed to submitting any such modification to the BLM for review and <br />approval. <br />12.
