RE: Rills and Gullies at the Edna Strip
Enclosed, you will find the Rill and Gully Stabilization Plan from the
approved Edna mine permit. This plan was the basis for vacation of NOV
C-85-075, issued August 20, 1985, for 'failure to stabilize rills and gullies
in accordance with the regulations; failure to initiate the Rill and Gully
Stabilization Plan in a timely mannerLeV file is available in my
office.The second enclosure is a minor revis approval for an
experimental rill and gully area. Th square area is located on
Center Ridge in an area prone to rill and gully development.
As neither the minor revision request nor approval defined the actual test
plot area, Doug Barto and I identified the specific area in the field, in the
Spring of 1986. This area is now staked, and monitoring has begun.
The Edna mine on December 5, 1985 requested an expansion of the test plot area
(enclosure three). After the December 5 submittal , P&M was informed that any
addition to the test plot would be considered a technical revision. There has
been no further correspondence pertaining to this subject.
P&M has been informed that during the permit renewal process, the Rill and
Gully Plan would be looked at very closely. They were advised to review the
Regulations, as well as the Division Policy Document of May 2, 1985, and
revise the Rill and Gully Plan as necessary. No plan was submitted with the
permit renewal , therefore this will be addressed in our Preliminary Adequacy
Review, which will be sent to P&M on August 1 , 1986.
