SNELTON, Director <br />January 29, 1987 <br />Mr. Vance Mills <br />Trinidad Basin Mining <br />Rt. 1 Box 300 <br />Barbourville, Kentucky 40906 <br />R2: Reduction in Monitoring, Trinidad 3asin M°ne, C-81-048 <br />In reference to your letter dated December 30, 198F, requesting a waiver from <br />monitoring the grcund-w.,tar wE1ls at the Trioicad 3asi.~ nine, I hs~e ,~eviEwad <br />the past ground-water monitoring reports and it is my opinion that a <br />resumpticn of monitoring as specified in Stipulation Ko. 3 is not necessary. <br />Ac;~?itio'tal monitoring would not contrihute appreciabl;; to the data base; and <br />because the sampling frequency was sporadic in the past it would be hard to <br />compare any future monitoring with data obtained in the past. <br />The following wells can be permanently deleted from the monitoring program; <br />W1, W2, W3, W4, WB, S-2. These wells mus*. be permanently sealed before <br />June 1, 1987. Until then the wells should be maintained to avoid <br />contamination to the aquifers. The wells should be sealed in accordance with <br />Rule 4.07.3(2). The remaining 10 feet of the well casing should be packed <br />with dirt and the well casing cut off below the ground surface. A stake <br />shculd be placed at the well location marked with the desiynated well number. <br />As required in the MLRD regulations, this reduction in monitoring must be <br />handled as a technical revision and would require the publication of a public <br />notice. If you agree with the closure, and the date that I have set for the <br />sealing of the wells, piease respond with a letter agreeing to this as a <br />technical revision.
