Simpson, P.E. <br />State Engineer <br />We have received your October 21, 2003 request for renewal and amendment of the <br />Rich Pit substitute water supply plan on behalf of Lafarge West, Inc. Additional engineering <br />and information was received May 3, 2004 and August 16, 2004: The required $217 fee has <br />been paid. <br />The Rich Pit has been inactive since the last plan approval in 2001. Ponds created <br />from mining activities under this plan have caused stream depletions during the inactive period, <br />and MAGUA has provided replacement water. The site may be reactivated in 2004, and the <br />Active Pit is being dewatered as part of the site reactivation, leaving only the dewatering trench <br />and collection area with exposed groundwater (0.6 acres). The Inactive Pit, permit no. 45995-F, <br />was previously flooded in 1999; however, the pond is now dry and does not contribute to stream <br />depletions. This renewal will cover pond evaporation from the Old Aggregate Sales Area, the <br />Unused Wash Pond, and the dewatering system of the Active Pit. During the April 1, 2004 - <br />March 31, 2005 plan year, these excavations may expose a maximum total of 2.3 acres of <br />ground water and cause 7.9 acre-feet of pond evaporation. (See Tables 1 and 2.) This additional area of the Active Pit would be <br />dewatered and would not contribute to further evaporation depletions, Operations at the Active <br />Pit will consume a maximum of 17.7 acre-feet of water by water retained in the mined product <br />and by water used in dust control. (See Table 3.) The total maximum lagged depletions to the <br />Arkansas River for the plan year is estimated to be 28.1 acre-feet. (See Table 5.)
