Introduction
SECTION 2.05.3(3)
MINE FACILITIES
This section contains a description of the proposed structures to be used in connection with or
to facilitate the surface coal mining and reclamation activities at the New Horizon 2 mine area
described in Section 2.05.3, Operation Plan: Permit Area.
Proposed facilities previously approved for construction at the New Horizon 2 mine area and
facilities proposed for approval in this application are described in the following sections.
Construction of the proposed facilities is expected to begin in early 1993. In 1999, this section
was slightly revised for the addition of the amendment area. The designs of sediment ponds,
collection ditches, diversions, small area exemptions, culverts, haul roads and other facilities
associated with the 1999 amendment area are enclosed in Attachment 2.05.3(3)-10. The
culvert designs for the amendment area have been added to Section 2.05.3(3)-3.
Sediment and Water Control Facilities Plan
>+ Western Fuels-Colorado will use various types of structures to control the runoff from disturbed
areas within the permit boundaries at the New Horizon Mine. In addition, surface mining
activities will be planned and conducted to minimize disturbance of the prevailing hydrologic
balance in both the mine plan and adjacent areas in order to prevent long-term adverse
changes in the hydrologic balance.
Sediment control measures will include proper utilization of mining and reclamation methods
and sediment control practices singly or in combination. Sediment control methods may
include, but not be limited to the following:
1. Disturbing the smallest practicable area at any one time during the mining and
construction operation;
2. Stabilizing graded material to promote a reduction in the rate and volume of
runoff;
3, Retaining sediment within disturbed areas;
•
(REVISED 12100)
2.05.3(3) -1
