• Discharge Structures <br />Discharge from the sedimentation pond, diversions and pit dewatering will be controlled by <br />energy dissipators, riprap channels, and other means or devices, where necessary, to reduce <br />erosion, to prevent deepening or enlargement of stream channels, and to minimize disturbance <br />of the hydrologic balance. Discharge structures will be designed according to standard <br />engineering design procedures. <br />Transportation Facilities <br />Haul Roads. The following describes the design and construction of haul roads at the New <br />Horizon Mine. Anew haulage road outside areas disturbed by mining and reclamation activities <br />is proposed for this Permit Revision in the New Horizon 2 area (see Map 2.05.3-1). <br />General Requirements. WFC will construct, maintain and reclaim haul roads to minimize <br />erosion and siltation, air and water pollution and damage to public and private property. To the <br />extent possible, using the best technology currently available, haul roads will not cause damage <br />to fish, wildlife, or related environmental values and will not cause additional contributions of <br />• suspended solids to stream flow or to runoff outside the permit area. <br />Location. At the New Horizon 2 area, some haul roads will be constructed on lands proposed <br />to be disturbed by mining and reclamation operations and a haul road will be constructed <br />outside of the disturbed area, respectively (see Map 2.05.3-1 ). <br />Haul roads at the mine site will be designed with appropriate ditches, grades and culverts to <br />control erosion and runoff. All haul roads will be constructed basically "on-grade". Topsoil will <br />be removed and stockpiled in accordance with WFC's topsoil salvage plan. The location will be <br />partially limited by the grades of the existing or postmining areas. Stream fords will not be used <br />during construction of roads unless approval is first obtained from the regulatory authority. The <br />existing and proposed haul road profiles and typical cross section are shown on Maps 2.05.3-2 <br />and 2.05.3-3. <br />Design and Construction. The design of the haul roads incorporate the demand for mobility <br />and travel efficiency, based on the geometric criteria appropriate for the anticipated volume of <br />traffic, weight and speed of the vehicles to be utilized. The design and construction or <br />reconstruction of haul roads not within the estimated disturbed area will be certified by a <br />registered professional engineer, if required by the CDMG for good cause shown. <br />(REVISED 1R/00) 2.05.3(3) -12 <br />
