Staff has identified the following issues which need to be clarified or corrected in <br />order for the application process to continue. <br />1) Per Rule 6.2.1(2)(b), all maps must be signed by the qualified person preparing them. None of <br />the maps presented for review have been signed. Please submit new maps with any required <br />corrections noted below with the required signatures. <br />2) There is a discrepancy between the first page of the application, maps and plans as to the total <br />acreage. Although the difference is only.02 acres, please verify that acreage is 36.02 as stated on <br />the maps and plans or 36.0 as noted on the application. <br />3) The Mining Plan notes that mining will be done at 2:1 slope to reduce reclamation work, etc. <br />However, current conditions noted some highwalls that are 15 to 20 feet in height. Please clarify <br />this issue. Either the highwalls need to be knocked down to 2:1 or the Mine Plan changed to <br />reflect the existing highwalls, which would effect the reclamation bond calculations. <br />4) In the Mining Plan there are 2 contradictory sentences regarding total area disturbance, in the <br />first sentence it is noted that the total disturbance will actually be 11.3 acres. Two sentences <br />later it states that 21.24 acres will actually be disturbed and reclaimed. For the record, please <br />clarify the actual amount of the total disturbance area. <br />5) The Reclamation Map, Exhibit F, does not indicate a connector road or access to the west hay <br />field. It is assumed that an established access point will be kept. Please clarify and note on the <br />map if an access point is going to be kept to this area after reclamation is complete. <br />6) Staff has not received proof of Public Notice Publication as required by Rule 1.6.5. <br />7) Staff has not received proof of Notice to adjacent landowners, Polsley and Gray as required by <br />Rule 1.6.2(e). <br />This review is preliminary and should not be construed as a final.
