Map 24. The trenches were dug with a backhoe or trackhoe. During the excavation process suitable plant <br />growth media was removed and windrowed adjacent to the trench and then replaced on top of the subsoils <br />returned to the trench. <br />In reference to pumping directly to Foidel Creek, TCC will monitor and maintain the Area 1 Pit <br />impoundment as a storage impoundment, with controlled pumping to maintain water levels well below the <br />impoundment crest and inlet of the discharge pipe. In conjunction with elevated spoil spring flows <br />following spring runoff, water levels will be closely monitored and adjusted, as appropriate through <br />controlled pumping to accommodate any significant increases in seasonal spoil spring inflows. By <br />maintaining the water level below the pit discharge level, a buffer is provided for "isolating" water pumped <br />from Site 109 into the pit. The plan is to pump water from Site 109 into the pit and then water would be <br />pumped out of the pit and either recycled to the Prep Plant or discharged directly to Foidel Creek. The <br />pumping rate from the pond will typically exceed that coming from Site 109. The ability to discharge <br />directly into Foidel Creek will be dictated by water quality in Trout Creek and the status of the Fish Creek <br />Borehole. Additional details relative to the Area 1 Pit Temporary Water Storage Basin aze provided in <br />Exhibit 8v. <br />Pump installation required the placement of a new transformer, concrete pad, and grounding bed. This <br />installation was in a previously disturbed area; therefore, no topsoil salvage occurred. The pad is <br />approximately 6 feet x 7 feet x 1-foot. A powerline, approximately 350 feet in length, and requiring two <br />power poles, was constructed from an existing line to this new location. The pumping of thickener <br />underflow into the abandoned workings will not have an impact on the active mine operations. The <br />underground pipeline will be monitored/inspected as part of the regulaz weekly mine inspections. The <br />inspections will be conducted to determine if there are any leaks or broken fittings in the line. <br />The permanent monitoring well for this activity is the 10-Right dewatering well which is utilized to pump <br />water from the gob azea. The water level in the 10-Right sump is monitored from this location. The <br />stratum underlying the abandoned mine works includes mostly shale and siltstone for 10 feet below the <br />coal seam. The gradient of the proposed settling area ranges from 3.5 to 12 degrees towazd the 10-Right <br />dewatering borehole sump. <br />?.05.4 Reclamation Plan <br />(1) Each application shall contain a plan for reclamation of the lands within the pronosed nenrtit area, <br />showint; how the applicant will conmly with environmental protection performance standards of the re il~ atorv <br />program. The plan shall include, at a minimum, all information required under the relevant sections of Rule 2. <br />{2) Each plan shall contain the followine information for the pronosed Hermit azea: <br />f a) A detailed timetable for the completion of each major step in the reclamation plan; <br />RESPONSE <br />A detailed timetable for the completion of each major step in the Foidel Creek Mine reclamation plan is <br />included as Table 52, Reclamation Time Table. Details concerning the Fish Creek Tipple Reclamation <br />Plan are found within Rule 2.05.4 of the Fish Creek Tipple Appendix, Volume VIII. <br />(b) A detailed estimate of the cost of reclamation of the proposed operations required to be <br />covered by a performance bond with supporting calculations for the estimates; <br />RESPONSE <br />The detailed estimate of reclamation costs of the proposed operations with supporting calculations follows. <br />Time has been rounded to the closest hour and costs have been rounded to the closest dollaz.
